In Queensland, state and local councils do not generally require you to arrange a permit to scatter ashes, however there are exceptions to this. For example, there can be restriction on scattering ashes in Commonwealth reserves as these are federally managed. You can even choose to divide the ashes up and scatter some at your place of choosing as well as placing some in a more permanent memorial at a cemetery or memorial park.
